The Importance of the Oliver McGowan Mandatory Training on Learning Disability and Autism

In 2016, Oliver’s Campaign was born, following the tragic death of Oliver McGowan in an NHS hospital. Led by his mother, Paula McGowan OBE, the campaign calls for all health and social care staff to receive appropriate and meaningful training to better understand and support people with a learning disability and autistic people.

In 2018, Paula launched a parliamentary petition that gained over 56,000 signatures, leading to a successful cross-party debate. As a result, in November 2019, the government published ‘Right to be Heard’, committing to the development of a standardised, mandatory training package for all health and social care staff.

This training was co-designed with people with lived experience, family carers, and subject matter experts to ensure it reflects real-world needs and best practice.
